Negative Payee Aggregated Gross Error

When an STP report is submitted to the ATO an error will be returned for any payee who is included in the submission if their reported overall year-to-date gross earnings are a negative value. The error that is returned is as follows:

CMN.ATO.PAYEVNTEMP.000389 - The derived aggregated gross YTD amount must not be a negative amount

This error may occur if you have attempted to recoup an overpayment, which relates to a prior financial year, in the current financial year but the payee’s year-to-date earnings in the current financial year are less than the overpayment amount that has been recouped.

If this error is returned when an STP report is submitted, the following corrective actions must be taken:

Steps to correct:

  1. Process a balancing payments adjustment pay batch, for the period in which the payee’s year-to-date earnings were adjusted to a negative amount, to reverse the previous negative adjustment.

  2. Submit the STP report for the balancing payments batch.

  3. Process a balancing payments adjustment batch for the period in the relevant financial year in which the overpayment occurred to adjust for the overpayment. If the overpayment relates to multiple periods in the prior financial year, process the adjustment for the last pay period of the relevant financial year.

  4. Submit the STP report for the balancing payments batch.

Completing the steps above will not change the status of the original STP submission that returned the error. That is, the submission status will remain as Rejected or Completed with Exceptions.

If necessary, the status of the original STP submission can be changed by FastTrack to Completed, once you have carried out the steps listed above, so that the submission is not returned when you search for submissions that require actioning. Once you have done the above, you will still need to recoup the overpayment. To do that you can do one of the following:

  • request the payee repays the overpaid amount directly

  • recoup the overpayment progressively during the current financial year via a series of smaller negative adjustments to the payee’s earnings, which do not result in the payee’s year-to-date gross earnings falling into negative.
