How to Create a Holiday Rule

Holiday rules are created and maintained within the Maintenance area within Rates and Rules. To access the Maintenance area, navigate to Rates & Rules > Maintenance . To create a holiday rule, follow the procedure below.

1.

Navigate to Rates & Rules > Maintenance > Holiday Rule.

The Holiday Rule List screen opens.

2.

Click Add.

The Holiday Rule Entry screen opens.

3.

In the Holiday Rule Name field, type a name that identifies the holiday rule.

4.

In the Holiday Type field, select the holiday type to which the holiday rule will apply.

5.

In the Validity Dates field grouping, click the calendar button next to each of the fields and use the calendar control to select the start and end date of the validity period for the holiday rule respectively.

Note that the end date is not mandatory unless the holiday rule will specify a one-off holiday that occurs on a specific date within a specific year. In such cases, the start and end dates also have to fall within the same calendar year as the specific date on which the holiday occurs.

6.

In the Holiday Condition field grouping, select the holiday condition type and associated conditions as required.

7.

In the Holiday Filters field grouping, define a weekend and/or year filter if necessary.

8.

Click Save.

A confirmation message opens, indicating the holiday rule has been saved.

Name

Name identifying the holiday rule. Note that the name must be unique if there are existing holiday rules defined for the same agreement hierarchy level/hierarchy value within the same validity period.

Type

Holiday type to which the holiday rule is linked. If a holiday type condition, midnight boundary rule or unpaid break rule is flagged as being applicable to the holiday type selected in this field, the condition or rule will apply on the date(s) specified or implied by the holiday condition defined within the holiday rule.

Hierarchy Level

Agreement hierarchy level to which the holiday rule belongs.

Hierarchy Value

Agreement hierarchy value to which the holiday rule belongs. For example, if the rule is assigned to the Country level of the agreement hierarchy, the hierarchy value defines the country to which the rule applies. Click  to display a dialog box that allows you to search for the relevant hierarchy value.

Hierarchy Group

Hierarchy group to which the holiday rule belongs. For example, the holiday rule will apply to a job order if the hierarchy level, hierarchy value and hierarchy group of the rule match that of the job order. If no such holiday rule exists, the system looks for a rule that matches based on hierarchy value and hierarchy group only.

It is not mandatory to assign an agreement to a hierarchy group.

Hierarchy group functionality is only available if hierarchy group functionality has been enabled for the country to which the agreement is assigned in Maintenance > Hierarchy > Country and hierarchy groups have been created for that country in Rates and Rules > Maintenance > Hierarchy Group Maintenance. Where this is field is available, the name of this field depends on the field label that has been configured in Maintenance > Hierarchy > Country Settings.

Validity Start Date

Date on which the holiday rule becomes valid. Click and use the calendar control to select a valid date.

Validity End Date

Date on which the holiday rule expires. Click and use the calendar control to select a valid date. This field can be left blank if the rule is to remain valid indefinitely. However, if the rule specifies a once-off date on in a specific year, an end date must be specified in this field (for more information, see Year below).

Holiday Condition Type

Determines if the holiday falls on a specific date, last full week of a month, last week of a month, or a day within a specific week of a month.

Year

The specific calendar year to which the holiday condition applies. This field is enabled only if the Specific Date option is selected in the Holiday Condition Type field. Specifying a year in this field makes the holiday rule applicable as a once-off rule that is valid on a specific date of a specific calendar year only.

Note that if you do specify a year in this field, the validity period start and end dates of the rule must fall within the same calendar year as the year specified in this field and the validity end date therefore cannot be left blank.
Leave this field blank if the holiday rule is to apply to the same date each year or on the same date every X number of years.

Month

Calendar month to which the holiday rule applies.

Day Number

Number of the day within the selected calendar month to which the holiday rule applies. For example, selecting 25 specifies that the rule applies to the 25th day of the selected month. This field is enabled only if the Specific Date option is selected in the Holiday Condition Type field.

Day In Week

Day of the week to which the holiday rule applies. This field is disabled if the Specific Date option is selected in the Holiday Condition Type field.

Week Number

Number of the week within the calendar month to which the holiday rule applies. For example, selecting 2 specifies that the rule applies on the second week of the selected month. This field is enabled only if the Day in a week of month option is selected in the Holiday Condition Type field.

Weekend Filter

When ticked, specifies that a weekend filter condition applies to the holiday rule. The weekend condition determines what happens if the holiday specified by the rule falls on a weekend (Saturday or Sunday). The relevant condition can be selected from the dropdown field.

Year Filter

If ticked, the year filter options are enabled, thereby allowing you to specify that the holiday rule applies to leap years only or to specify the reoccurrence interval for the rule (for more information, see Is Leap Year and Every X Year below). This option is disabled if a specific year has been typed in the Year field within the Holiday Condition field grouping.

Is Leap Year

If selected, the holiday rule applies only on those years that are leap years. Note that you cannot select this option and the Every X Year option within the same holiday rule.

Every X Year

If selected, specifies that the holiday rule applies every X years, where X is defined by the value in the Year Interval field (for more information, see below). Note that you cannot select this option and the Is Leap Year option within the same holiday rule.

Start Year

Year on which the rule is to begin. For example, typing 2011 in this field specifies that the holiday rule will apply during the year 2011 and will then be applied X number of years after 2011, where X is defined by the value in the Year Interval field (for more information, see below).

Year Interval

Interval frequency for the rule. For example, a value of 2 indicates that the rule will be applied every second year, using the year specified in the Start Year field as the starting point. Therefore, if the start year is 2011 and the year interval is 2, the rule will be applied on the years 2011, 2013, 2015 and so on. If the rule has a validity period end date, the cycle continues until the end date is reached. Otherwise, the cycle continues indefinitely.
