External references link a questionnaire page to one or more objects within the category to which the page is linked. For example, a page linked to the Office category is not necessary relevant to all agency offices. Therefore, one or more external references must be linked to the page to determine to determine the applicable agency offices.
It is not necessary to link external references for questionnaire pages created at the Country level of the category hierarchy. Such pages are linked to one external reference by default, that being the country to which the page belongs. You cannot delete the default external reference nor link additional external references to such pages.
To link a questionnaire page to external references, follow the procedure below. Note that the procedure assumes that a new page is open in the Page Entry screen.

Note that you can delete an external references that you have selected by clicking next to the relevant external reference within the Ex ternal Reference List field.
