Prior to the start of a new tax year, the statutory parameters for the new tax year must be imported into your system via the Payroll > Maintenance > Statutory Parameters screen. The following statutory items are imported:

  • Tax bandings/rates for each regime

  • New emergency tax code

  • National Insurance bandings/rates for NI categories A, B, C, H, J, M, Z

  • Student Loan thresholds/rates

  • SMP/SPP/SAP/ShPP rates starting from the first Sunday in April

  • SSP rates

  • NIC Employment Allowance

  • Maximum Apprenticeship Allowance allowed for the tax year

  • Apprenticeship Levy percentage

  • FPS Hours Worked categories

  • Pension Automatic Enrolment thresholds

  • State Pension ages

  • CIS Tax Rates

  • Postgraduate Loan threshold/rate (version 11.43 onwards)

  • Attachment of Earnings Rate Tables

When statutory parameters are uploaded for a tax year, a new row is added to the table on the Payroll > Maintenance > Statutory Parameters screen, which displays the following information:

  • start and end date of the tax year

  • date on which the parameters were imported

  • name of the user who imported the parameters

Additional validation will be displayed if it detects that the Apprenticeship Levy allowance held against a Pay Company exceeds the maximum permitted for the new tax year.  The import will still occur and a warning message will be displayed.

Once the data is imported into the system for a given tax year, it is possible to update that tax data for that tax year at any stage if necessary.
