Once an Agreement has been locked, currently there is no ability to edit rates within a locked agreement in a Job Order or Job Template. To provide more flexibility, a new Rates & Rules Security permission 'Edit Locked Agreement Rates' has been added in the 11.37 this release.
Users with permission to 'Edit Locked Agreement Rates' will be able to edit rates within Locked Agreements on a Job Order or Job Template.
